Companies governed by the San Francisco Health Care Security Ordinance (HCSO) are required by law to satisfy a number of requirements—one of them being a minimum spending obligation for their employees’ health care costs.

Under the SF HCSO, that minimum expenditure is determined on a quarterly basis, by multiplying the total number of hours worked by the employee with the applicable expenditure rate (as of 2023, that is $2.27 for medium companies and $3.40 for large companies).
